Yes, Jordan had plans. He had notes. They have his notes and plans. However, unlike the main series, outrigger novels have no NEED to be written. Team Jordan has no obligation to write them. They're simply superfluous fluff made to enrich the WoT universe, not complete it. The fans deserve closure, not money-grubbing. They could just as easily throw all those notes in the upcoming encyclopedia - it wouldn't require novellas or novels.
If Sanderson agrees to write outriggers, I'll be extremely disappoint in him. His artistic integrity will, in my opinion, take quite the blow.

"Artistic integrity." That's just a bunch of bull people who want to believe they are high minded spout. People write books to make money. If they didn't, they couldn't afford to live while. As long as I enjoy reading their books I hope they get rich and continue writing.
