I tend to agree with your take on the situation. In lieu of including the summarized essence of the notes in the encyclopedia, though, I think it would be more fun to be able to read the notes themselves.
Although seeing the notes themselves is great in theory, it is a massive undertaking. Christopher Tolkien's 12 Volume History of Middle Earth took him years to complete.
It would be nice to think that all the notes, partially written passages, etc. are neatly categorized and easy to decipher, but I suspect that is not always the case. Not to mention, they more than likely contradict themselves at times, although hopefully not as much as the story of Galadriel and Celeborn.
