We know for a fact that the DO can recover a balefired thread within a certain time period. the severity of the balefire doesn't change the type of damage done to the thread. So if the thread is still usable to the DO then it is still usable by the Pattern. Any interpretations to the contrary are an error on Sandersons part or on the readers part. You can chose which you want but those are pretty much the only options. RJ has established how balefire works already the thread is removed. Not destroyed.
I think he said there is a very limited window and a threshold for the amount of balefire that can be withstood before the thread becomes unusable.
In that case, I think it is burnt forever. Only the DO has any chance of "rescuing" a balefired person.
Balefire kills you earlier in the Pattern. The DO has a specific amount of time available to him to rescue a soul. IF a person is balefired the DO has already lost time when he realizes the person is dead. Only weak balefire would allow him sufficient time to capture the soul. Strong balefire makes it so he doesn't know the person is dead until his window of opportunity is closed.
e.g. Let's say the DO has 10 minutes to grab your soul before the Pattern reabsorbs you. If someone balefires you with weak balefire that only killed you a minute back the DO still has 9 minutes to grab your soul. However if someone uses pretty strong balefire and kills you 15 minutes back the DO is 5 minutes late. Balefire does not destroy the soul RJ said so in everyway.
