According to BS, it is VERY DIFFICULT, but not impossible to use the True Power without the Dark One's direct permission.
It seems quite likely that when Rand drew on the True Power through his link with Moridin, the Dark One thought it was Moridin asking for permission to use the True Power.
The Dark One's ultimate intention was to capture Rand and to break him down at his leisure while a captive of the Domination Band and Semirhage at Shayol Ghul. The result of this use of the True Power is that Rand escaped, and the Dark One has lost a valuable asset in Semirhage.
The aim of the Shadow has been to capture Rand since around and about Book 6, where they also had a hand in the Red Ajah's capture of him. Basically, Rand's use of the True Power destroyed one of the key plans of the Shadow, if not their PRIMARY plan.
I think Moridin has kept his link to Rand a secret from the Dark One - as it is a weakness he obviously is trying to hide. His personal worries about Rand's injuries affecting his own health have seeped through his commands to the other Chosen. So there is some conflict arising between his own interests, and that of the Dark One.
The Dark One has now obviously found out how the True Power was used by Rand. My question is, what will be the consequences for Moridin?
Will he lose favour with the Dark One because of this episode?

Consider the fact that such knowledge plot wise would have made it easy to capture Rand. If Rand can use Moridin's power than Moridin can certainly use Rand's. Consider how LTT took control on that one occasion. If Moridin took control of his power on purpose he could easily kidnap Rand.
Of course it might be the desperation that made it possible and there is no reason that Moridin should have ever been that desperate to find out.
Of course this link might be the real reason for Rand's channeling sickness. Reaching for the source from two different locations.... i think I may have just given evidence for how Moridin could have known but Rand couldn't.... he never channels the OP only the TP so Rand would never have reason to know someone was trying to use his connection.... I still don't think Moridin purposefully created a circumstance where Rand would use the TP. It would serve no purpose unless there was some long term benefit to that one time use. So far no such benefit is in evidence and none have been proposed. Semirhage's torture of him is significant cause for his mental break and would have been sufficient without exposure to the TP.
by the by i doubt you have to ask permission for each use of the TP. Moridin was allowed access and unless and until he proved disloyal the opportunity would not be denied.
What will be the punishment for Moridin for allowing Rand to do what he did?
