I'm not sure of the reasoning that LTT would have A) had a sword as a weapon other than Callandor or B) it would have survived the War of Power, the Breaking and LTT's suicide to be passed along to anyone.
Also, I thought this was one of those instances of circular time where Rand finds a random sword which later becomes known as Justice, even though physically not the same one that Artur wielded. After all, IIRC, Artur's sign was a golden hawk in flight, not a golden dragon, yet Rand's new sword has a sinuos dragon going down the side. Is it possible that he saw this sword during the battle against the Seanchan High Lord Blademaster? The style of the sword doesn't sound Western.

The sword is described as "long, slightly curved, and the lacquered scabbard was painted with a long, sinuous dragon of red and gold." The SCABBARD had a dragon on it.
We do not know when the scabbard was created. I would think that you can't create a power wrought scabbard (it is probably made of leather), so we don't know anything about when the scabbard was created. Perhaps it was created recently, for example just before the sword was given to Rand.
The Sword has been apparently been confirmed as Justice

Didn't Rand see Hawkwing's ghost, summoned by the Horn of Valere? *NM*

It can't be Turak's sword as that had a heron on it and Rand's new sword doesn't

Lews Therin did not wield Callandor (probably).

No, IIRC he didn't use it when creating the Seal.

Maybe I'm wrong, but I think Callandor was made after the Breaking.

Perhaps it would've been more accurate to say, "during the Breaking. "

The sword does NOT have a dragon on it

Rand didn't recognize it from LTT's memories though, he said.

Very true, but he also wasn't fully integrated with LTTs memories at that time

Which makes me wonder. What is Hawking fighting with when the Horn of Valere is blown? *NM*

LTT wasn't wearing the sword in the prologue of EOTW

I don't see why he needed another sword

If it is LTT's sword, or Hawking's Justice. Then it is a powerful symbol to rally the people. *NM*

I don't think anyone in 3rd Age Randland really cares about Lews Therin

Not likely. But it might have an effect on the forsaken. Those who remain.
