Elaida believes that some of her opponents, not only in the Rebel camp but in the wider world, are dupes being taken advantage of by the Dark One to do evil while others are actually members of the darkfriend and Black Ajah organization.
It was the heat of the moment, so I don't think the Oath triggered because in that mindset, she likely wasn't thinking of the exact definition of what a darkfriend was.
