Personally, I think there may either be another set of access keys for the male and female Choedan Kal or other sa'angreal that served different functions before the War of Power, but that could be converted to other uses.


Are just ter'angreal to the respective Choedan Kal-sa'angreal.
Therefore the second strongest male sa'angreal has to be something else.
