Because BS demonstrates some uncertainties in these answers on the OP strength (the same applies to some answers on other topics).
Personally my impression was as well that Semirhage is at least as strong as Nynaeve and likely a bit stronger. But who knows..

Maybe BS will check it and get a chance to clarify it at another signing.
