"Silviana = Mesaana" is a bold claim, but there are a few reasons I suspect her:

1) She gets to mete out punishment, something the FS love to do.

No. Graendal caused suffering just cause she loved her pretties, Moghedien wanted revenge, and Semirhage was fucked up. But Sammael, Rahvin - they didn't cause pain for the hell of it.
