I think that was what it said in the title. Anyway, she only began reading it after she realized that Egweane would not break and I think she began to realize that how Elaida was raised was not good and that Egweane might have a legitimate claim to Amyrlin. I highly doubt Mesaana would put herself in a position to be imprisoned or punished by Elaida as well which Silviana did. I just don't think Mesaana is Silviana.
But wine was the great assassin of both tradition and propriety...
