I put out a theory that I think fits what we know so far. There are probably many other Aes Sedai who could be Mesaana. I hope I am right.

If I am wrong, and Tsutsama is not Mesaana, I think Tsutsama could be a very good resource for the Tower. Whatever else she is Tsutsama is competent.
