We've seen that lews Therin was not a supporter if constructing the chodan kal. He is uneasy about the amount of power they allow one acces to. It stands tobreason that his personal sa'angreal would have such a limitation built in to it.
That after all the prophecies saying the Dragon (reborn) will save the world it would be Egwene leading a circle (with Rand + Callandor and Aviendah) that would defeat the DO.

I actually don't think Callandor will be used at all - perhaps we are being over-literal.
