Moiraine was very, very accurate at seeing through people. This most likely stems from the fact that she was immersed in the Game of Houses in Cairhien growing up. She's always be particularly clever when it comes to dealing with people, and I'd be hard pressed to think that someone could outsmart Moiraine at little tricks of wordplay that Verin must have used countless times during her time as AS.
Except Verin was immersed in a far harder school, for much longer. She kept her true loyalty hidden within the Black Ajah for 70 years! When Moiraine was born, Verin was older than Nynaeve currently is, and older than Moiraine was during New Spring. Don't overestimate her perceptions either.
