What exactly was the Oath Egwene required everyone to take?

Mesaana is indeed not of the Black Ajah. Therefore she could have passed the test by simply saying "I am not nor have I ever been of the Black Ajah," even after swearing the Oath. I don't have my book handy, and I'm fairly certain that this part was rather glossed over with the Tower Aes Sedai (the scene in question was only referred to).

I still think Mesaana is not posing as an Aes Sedai.

Where is an exact quote saying you can make your power an arbitrary amount?
