The Seanchan raven tattoo symbolizes after all that you are property of the Imperial Family, e.g. like the Deathwatch Guards (the Seekers additionally have the "Tower of Ravens"-tattoo).
At the moment the Imperial Family seems to consist of only Fortuona and Mat (as the Prince of the Ravens).
The Seanchan might yet attack again the WT using Travelling and capture Carlinya. Otherwise Carlinya might become for some reason an advisor to Fortuona, if she finally accepts channelers. Or there will be something with Carlinya and Mat, as the Prince of Ravens. We will see..
I agree, however, that it's very unlikely that Carlinya is BA.
