I believe you're getting this mixed up with Padan Fain's PoV (when he was Ordeith). Both have had small personal meetings with Niall in his office considering matters of importance to the Children. Both Balwer and Fain similarly issued advice about what Niall should do, and both took place in a similar setting.

We've never seen a Balwer PoV. My largest problem with Balwer being a Forsaken is that he does indeed have a very finely honed set of skills that keep him aware of what's going on--much better than I'd say our Forsaken are. He maybe a Darkfriend, but to me he just seems genuinely to be someone who loves information gathering, is very good at it, and will latch himself on to whomever higher power exists where his services can be of use.
