...is a bit of a misnomer. It's all the One Power, the Five are just different aspects or applications of the One.
That being said, there is no set answer to your question. It would depend entirely upon relative strength in the OP, and (in your example) relative strength in the sub-Powers affected... Air and Water. There's no set formula... only James Rigney could have answered that definitively (now perhaps Harriet, and also perhaps Brandon Sanderson).
HOW-ever... I remember passages discussing women with insignificant strength in the One Power, who were extremely strong with certain tasks... Aiel Wise Ones, and particularly Readers (or some other healers) who were incredibly weak but incredibly skilled from years of practice with one or two highly complex weaves, even compared with much stronger channelers. Remember also the Windfinders handling humungous flows of Air and Water that boggled Elayne's mind, even though she had much more raw talent.
This would seem to indicate that overall weakness in the One Power can be overmatched to some degree by talent in relative sub-Powers (as I'll continue terming them). However, the true key seems to be experience, practice, and more experience. Teaching metholdolgies may also ome strongly into play... the Aiel's teaching patterns versus those of the White Tower, and then more clearly the teaching patterns of the Sea Folk (with their obvious focus on sailing).
