I agree that Tinkers are extremaly dangerous to the DO's plan and IMO he,long time ago, ordered Ishamael and perhaps his other servants to slaughter them. But this time Trollock attack seems to be aimed at Tylee herself. It was arranged by Demandred (posing as general Galgan) in order to prevent peace with Perrin and, in consequence, with Lord Dragon. Please remember that "Galgan looked shocked" when Tylee wanted audience after attack (tGS 19 Gambits).
