You would think that the Green would have rotations of sisters traveling the Borderlands all the time. Simply to lend a hand wherever they can be most useful. Not just to gain experience but to thwart the Shadow.
But that would mean mingling with regular people on a regular basis and getting their hands dirty. Get real, actually working with and for the people has not been the Aes Sedai way since the breaking.
