I am not sure SH can. Why would he have asked Semirhage to remove the compulsion from Elza rather than nullifying it if he had that power?
It seems more likely that SH can only cut people off from the source. I could be wrong, of course. But if I am right, it begs the next question: Who undid the weaves?

Verin compelled each of the Aes Sedai she visited to find their own reason to swear fealty to the Dragon Reborn. Said that pretty explicitly in book 11, IIRC. Elza did so to keep Rand alive and well until the last battle, because she was one who felt it was necessary that Rand die AT THE LAST BATTLE for the Dark One to win. After compulsion was gone, she was half a zombie with glassy eyes, and it didn't take much for one of the Chosen to say 'no no no you pathetic worm, if we kill him now, it's just as good as him dying at the Last Battle.'
Apart from that, either the wards (or traps) Cadsuane left on her box failed (less likely) or Shaidar Haran got close, and nullified them (as we know him to be able to wink out the One Power whenever he's near, so most likely.)

Cadsuane said it would take someone extremely powerful and skilled to overwhelm her wards. We also know that neither saidar nor saidin could be detected around the Aes Sedai who'd been murdered or put in the trance, which means the True Power. Moridin and Shadar Haran arrived, plundered the room, took care of the Aes Sedai and Elza and freed Semirhage. Moridin left before Semirhage was freed because she would sense a trap if he told her to go for Rand with the male a'dam. However, if SH told her, it would seem like permission from the Dark One to satisfy her lusts, and she'd be easily duped, like she was. Moridin did the same with Graendal - he appealed to her lusts by asking her to destroy Rand's mind. It also led to her downfall. He's going to move on to Demandred next, who is very easy to bait.
