In another book, something similar to this might happen, and the characters would go "Wow, it's lucky that you're here! We need you!"
Here, it's "Oh, sure, makes sense. You needed to get to Caemlyn, I needed to give you a secret message. This is what needed to happen. Here, take this envelope. Off you go."
It's an innovative take on how the Hero always manages to luck out and save the day.
