Assume the Black Ajah has been around since the formation of the Tower. Obviously, there was no Last Battle imminent back then. So the BA worked their schemes, had their secrets, and generally just enjoyed life!
It's less like being a lame terrorist, and more like being someone favored by the Godfather. You do a few illicit deeds, then relax in the back of the nightclub while a moll rubs your feet. Suddenly, there's a gang war on, and the Godfather requires you to be of service...
