Semirhage was used as a pawn, because she failed, because she was broken, because she angered Moridin.
Graendal did none of those things. She was massively successful, and is a useful servant to the Shadow. Saving her required minimal effort, and I don't see the DO being wasteful of one of his best servants when she could be saved with very little effort.
People are taking Verin's statements too far. Yes, the Forsaken are only human, and not the greatest evil. Yes, it is the DO who matters, and the FS are only pawns. But the DO is unlikely to waste one of his best pawns for no reason. Semirhage was no salvageable. Graendal was.
