Mat and all the other adults dismiss the game out of hand, because they know it can't be beat. Maybe because Olver is obsessed with beating the game, he'll find something that everyone else missed, because they were so dismissive.
Or I could be full of BS. One of the two.

The way Mat worded it, you can't win in Snakes and Foxes because the rules of the games make it impossible. It is like some laws of physics that says you can not build a perpetual motion machine, so don't waste your time thinking of clever ways to build one. It is futile. If Olver wishes to follow the rules and win the game, it is also futile.
So you have to cheat and break the rules in order to win. And Mat and Thom intended to cheat and break the rules in order to win. So I don't understand why we need Olver's understanding of the rules.

Why do people think Olver is an expert in Snakes and Foxes?

Maybe because of his obsession with it?

Maybe they'll need his way to cheat, not to follow the rules? *NM*
