If Rand hadn't been able to channel the TP in the first place, the DO likely either would have turned Rand to the Shadow or killed him outright, in either case more or less ending the conflict. The issue of striking fear in the other Forsaken would have been moot had Semi's plan succeeded, since the Pattern would have unwraveled with the DO's victory. The issue I'm having trouble wrapping my head around is why the DO would have given Rand access to the TP when not having done so likely would have resulted in an early victory over the Light. In other words, why willingly let Rand escape when you have him firmly in your clutches, as was the goal in the first place?

And I can only give a somewhat poor answer. That is, we can't assume to know the DO's plans. Verin clues us in to the fact that neither Rand, nor anybody else for that matter (Moridin aside?) really can understand how the DO is to fight his "war". It seems obvious to us that Rand was in a really bad situation, but maybe it was not the situation the DO ultimately wanted? Maybe Rand bound before SG is not the answer....maybe that's been tried before and has always failed. Maybe the direct killing of the Dragon has been tried before, and ultimately failed. Perhaps the DO needs something completely different to happen to win. Perhaps infecting the Dragon with his own power is the key for the DO? We just can't know.
I would slave, to pave the way, to sink your ship of fools.
