I don't think that is conclusive to say there is no new Forsaken character. From what I know of the series so far, it looks like the Dark One can raise or create new Forsaken to keep the numbers at 13. It seems he really likes that number! 13 Dreadlords and Myrrdraal are also mentioned as something he can use to convert people. So, I would think he wants to keeps the numbers of Forsaken at thirteen.
No he can't. 'Forsaken' is a term that refers exclusively to the channelers of the Age of Legends (as 'Dreadlord' refers to channelers of the Trolloc Wars), and the only ones living still are those who were sealed in Shayol Ghul in Lews Therin's strike.
So you're saying the Dark One can't replace the channelers he loses by promoting others? That sucks (for him). Maybe there is a lot of red tape involved with that, but I can't see it, since he should be the Ultimate Boss. If that's the case, I wonder how the original Forsaken got to their positions of power.
As of the end of The Dragon Reborn, I think there are three or four dead Forsaken? Two died at the end of The Eye of the World, one at the end of The Great Hunt (I think they died, but not sure), and one dies at the end of The Dragon Reborn. I would think that the Dark One has been working to make new Forsaken to replenish his losses.
Moiraine knows a lot that the other characters don't know, so I wouldn't be surprised at all if she has knowledge of a newly raised Forsaken!

Aginor and Balthamel died at the Eye of the World, and Be'lal and Ishamael died in the Stone of Tear. None died in The Great Hunt
Anyway, as I said there aren't new Forsaken, and Moiraine wouldn't know of them anyway. She's much more ignorant than you give her credit for. She certainly has no spies in Shai'tan's council.
Thanks for pointing that out about who died where, Fanatic-Templar! It was kind of confusing to see Ba'alzamon have a sword driven through his heart at end of The Great Hunt and then reappear as a ghastly ubiquitous force at the end of The Dragon Reborn.
As for the knowledge of Moiraine Aes Sedai, she seemed to know a lot. She figured out that the Forsaken ruling Tear was Be'lal, for example, from very little evidence we could see. She seems to know so much, more than I would expect of an average Aes Sedai of the Blue Ajah. So, that she could mention a new Forsaken (or Forsaken-level) character cannot be dismissed so easily, because she could just be breadcrumbing knowledge of another character.
