RJ said that the Forsaken meeting at the Bore were at some sort of regional meeting. Only six of them were truly among the most powerful - the others were just random members of the Chosen. However, he did survive ten years of world war - meaning that both the Light and the Shadow were trying to kill him.
I would assume Ishamael, Lanfear, Aginor, Demandred and Sammael were included, but do we know for sure?
The six were Ishamael, Demandred, Sammael, Lanfear, Graendal and Semirhage. Those are the six I would have suspected even if the author hadn't mentioned it, though many people wonder why Be'lal wasn't on this list.
According to him, they were the most skilled at physical and political survival - which means that in the ever shifting and lethal hierarchy, they were the ones who were constantly at the top.
