There are so many reasons this is wrong I don't even know where to begin.
First, even if Taim were impersonating as Bela, what weave would he be using that would allow him to actually, physically, become a horse? As we know, Illusion/Mask of Mirrors is only a trick with light and doesn't convey any real transformation. So, there is no way Taim could have run as fast as a horse while carrying a person on his back.
Second, I'm pretty sure Taim was out in Saldaea while Bela was in... Tar Valon? I guess he technically could have found time to travel back to Tar Valon and impersonate as a horse, but if you really believe that I have a football bat I'd like to sell you.
Third, can you really imagine Taim joining the shadow to have his diet be diminished to oats while running countless miles? Can you imagine anyone being alone with Egwene in TAR and not killing her on the spot? Yeah? Another football bat?
Fourth, Min can see aura around Taim. She's seen that he has blood in his past and blood in his future. She would have commented on it when she saw "Bela."
