Yes, but a suitable body is not the only issue we should consider. RJ said in a Tor QotW that the DO must strip the former occupant's memory and soul from the body to make way for the new one (implying that having a stock pile of channeling-capable corpses around won't do - the body must remain alive during the whole remove-former-soul-and-insert-new-soul process). And, we don't know how much time/energy the DO must expend to accomplish this. It might not be a simple matter than can be accomplished in a few minutes. It took the DO over a year to transmigrate Aginor & Balthamel - was that simply because it took that long to find suitable bodies, or were there other factors involved? We just don't know. But, I tend to think that soul extraction and insertion is not a simple matter for the DO, even when suitable replacement bodies are on hand. And, therefore, that the DO won't automatically make transmigration priorty-one when one of his minions dies. I think there needs to be a compelling/urgent need, for the DO to make transmigration a priory, based on the fact that RJ said that the DO was less likely to transmigrate minions back in the AoL, when he had so many of them (and, presumably, had a lot more suitable bodies available for transmigration than he does now).
It seems almost like it is more likely for every Forsaken to be transmigrated now since there are so few capable characters to replace them. During the Age of Legends, it was more likely that many capable Forsaken could take the place of those who had fallen in the higher levels. All they have now as possible replacements are Mazrim Taim, random Black Ajah Sisters and darkfriend Ashaman. Basically it is more important to preserve as many of the 13 as possible because there is such a lack of possible replacements.
I agree it's more likely - that's what RJ said, too, when asked about it.
But the question still remains whether the DO would view transmigrating Aginor right away as a priority. And, I don't think he would. If it were Ishamael, or one of the strong military guys (e.g. Demandred or Sammael), I'd say the DO would deem the priority high, and transmigrate them right away. But Aginor? I doubt it - not on the brink of TG. Unless (and I mentioned this before) the DO had need of Aginor's scientist skills.
