What makes you a Dreamwalker is the ability to enter Tel'aran'rhiod at your own will. Amys and Egwene both have this ability.
The general population sometimes briefly touches TAR, and those brief moments in which they enter can be fatal. We've witnessed a man falling from the sky in TAR, only to leave right before he hit the ground--had he remained in TAR for one more second, he'd be dead as a doornail in real life. These people accidentally enter. We even saw Elaida accidentally enter TAR one time, when Egwene (I think it was?) was snooping around the Amyrlin's study.
Being a Dreamer is somewhat connected to the ability to Dreamwalk--its a different skill that lets you enter another's dreams, or briefly touch them and communicate with the person who's asleep. Entering someone's Dream can be very dangerous because the Dreamer loses a great deal of control over the events.
