I'm assuming that, by mentioned Fain, you're referring to his Aridhold connection--namely, his Mordeth side. The Shadar Logoth taint breeds contempt, suspicion, and hatred. What Elaida's personality has turned into is nothing of the sorts--she's power hungry, obnoxious, shortsighted, and obtuse. These aren't signs of Fain's work. The power-hungry side is slightly reminiscent of the Forsaken's personalities, but those were natural aspects of their personality and unrelated to the DO's touch.
In either case, it does appear that something is going on with Elaida. Whether it's something supernatural or not is difficult to determine--she hasn't turned any more evil, but she definitely sucks a whole lot more now.
The only possible "fiddling" with her mind that I think could be happening is Aran'gar's mind-fogging tricks that s/he worked on Egwene. But Aran'gar fled the Salidar camp well before Elaida began her descent into stupidity.
