In other words:
Does he ever say person X is half as strong as Person Y, or Angreal X doubles a person's strength, or the strongest Aes Sedai is X times stronger than the weakest/average etc?
He clearly knew how many times stronger one person was than the next - the examples in the text abound.
In one instance, Siuan states that she wishes she was two thirds her old strength, or even half, but that a good many Aes Sedai would then still be above her.
In another, he tells us Aviendha's angreal allows her to channel twice as much of the Power as Nynaeve. Now surely, in order to know that, he has to know
- What percentage of Nynaeve's strength Avienhda is at, and
- By how many times the angreal increases Aviendha's natural strength.
So clearly, RJ knew in his head exactly how MUCH stronger one person was than the next. It was surely impossible for him to remember this for every person without ever writing it down.
So there MUST be references in the notes to the relative strength of individuals, in terms of units of strength, or multiples of strength, percentages or some such method of reference.
It is inconceivable that he could not have made such notes, given the meticulous detail he applied to One Power interactions.
