DomA can explain it a million times better, but he was a highly ranked soldier (iirc) when we knew him previously, and when BS utilizes him again, he gives him the Perrin "I'm Not a Leader" Aybara syndrome. Or, at least that is what I thought was off about it. It HAS been ages since I've done a re-read.
