I think that Mat is bound to the horn. He's a trickster and who doesn't love to play a joke on the trickster. In my opinion, Artur Hawkwing* lied to him as a joke.

And that's not impossible... I could certainly understand the desire to trick the trickster. But Hawkwing doesn't really seem like the type for jokes or tricks, and was very serious in all his interactions with Mat in the book. So I'm still leaning toward him being honest. More curious is what he meant about Mat owing his life to Rand twice. Rand seemed to actually return him to life in the Waste, but what was the other time? The one that apparently counted and reset the Horn of Valere?
