This is my opinion...
1. Balefired... Therefore missed by the DO and out of his grasp.

- Semirhage (Rand personally thought he saved her from a worse fate with balefire)

- Sammael (mashadar.... Seems like the effect is similar)
2. Killed post-sealing (all ties to DO cut and all his power down to zero)
- Ishamael
3. Still alive i.e. post sealing and will never face his wrath when they die
- Mesaana
- Moghedien
- Graendal
4. Eternal torment i.e. conventional death prior to sealing
- Lanfear
- Demandred
- Osan'gar
Is this how you see it? Depends on how tightly you believe the DO has souls bound to him I guess...
The question I think is whether or not he can, could, pull the souls outside of the Pattern with him, or was he too occupied with Rand to even pay any attention to them. So possibly Lanfear and Demandred got off free...Osan'gar not so likely.
The past is just that, the past. You can only truly live by looking to the future!
