That you didn't come up with this idea as some asinine noble gesture of hers to save him or protect the world from him once his connection with Moridin "taints his mind" or whatever other asinine crap it was people over at DM came up with that ended with Rand turning "Evillll" again and Egwene heroically slaughtering him.
If you don't think she wants him to bow down to her authority, you didn't read the chapter where he showed up at the WT and she demanded to know if he was there to "submit" to her for punishment for his "crimes" or however she worded it. If Rand refuses to comply with her demands, she will resort to unpleasant measures...she has already basically said so herself when she said she didn't want him to force her "hand".
She considered keeping him at the WT in that meeting, if you remember, but thought that even the circle of thirteen couldn't hold him there if he wished to leave. If she thought that, and had forced the issue and failed, she'd have looked a fool. Egwene will go to any lengths to keep from looking a fool, even if it means changing her plans.
As for a private meeting, she knows damned well Rand doesn't trust her and would be on his guard were he alone with her. Trying to mind-rape him with a forced bond would be too risky, plus it would make her look even more of a hypocrite than she already does. She considers bonding a man in the way Alanna did to be rape - she admitted that much when she found out what Moiraine had done with Lan.
And, as for coming up with arguments and going to the meeting, do you really need to go there? Forcing Rand is not her first choice, it is a last resort. If she can force him to change his mind in front of the world's leaders - whether by using reason or by bullying him - she gains a great deal from the production, particularly the kings and queens being more likely to obey her without question in the future (if she can outreason, outwit, or bully the Dragon Reborn into abandoning his plans, then what chance does a king or queen have against her?) and, through that, bringing the WT higher status in the world than it has had recently thanks to the split. She has convinced herself that Rand wants her to stop him (he doesn't), and due to that confidence - and the fact that she thinks everyone gathered there will support her against Rand, she, no doubt, believes he will bend to her will. If he doesn't, then she's going to have a problem...as a last resort to make him do what she wants, she would use the bond or a collar or do whatever she has to do. She is that convinced that she's right and he's wrong and that he should do what she wants, how she wants. So yeah, I can see her demanding the bond...if things don't go her way.
So, one it became clear Egwene won't capture Rand, use the male a'dam on him, compel him, kill him... now she'll forcibly bond him, eh?
