I guess it's more likely a sentence from a POV of the person who took the little fat man from Galina and co.'s things at Dumai's Wells, ie: one of the Dreadlords involved at Maradon... or a not so honest Asha'man on Rand's side who found it and never said he did. It sounds like a reflection similar to Graendal's at some point, when she thought her angreal wasn't strong but anyone who thought they knew her exact strength might get a little surprise. The difference is that the little fat man is pretty strong... big surprise.

Not sure why Verin should know or found out who took it, she was on the wrong side of that battle and like the other AS who swore to Rand in the aftermath, she was kept aside under the watch of the WO. It's mostly the Asha'man who came with Taim (possibly Taim himself) who would have gotten a chance to find it before Rand did. Rand looked in the wagons/wreckahe, but it's almost certainly Galina, the leader of the AS, who had the little fat man. She fled on her own horse with her packs, but the horse got shot by a Shaido or brotherless and she got captured. The Shaido/brotherless likely wouldn't have taken her things (no more than they took Faile's and co.). Whoever found the angreal probably found Galina's horse. It's Taim's Asha'man and Aiel who scouted the area after the battle.
