The issue at hand boils down to how much weaker Cadsuane is compared to Egwene. If you agree that Cadsuane and Bode are equal, then you're left with Egwene's quote:

Bode's future would be brilliant. Her potential almost equaled Egwene's.


Which means Cadsuane is immediately one level below Egwene. However, Melaine is at least two levels above Elza. I'd show you the chain of evidence, but Linda has done a pretty bang up job placing these Aes Sedai in their relative hierarchy, so I'll point to that as the evidence.

Its pretty clear that if Elza and Merise can at best match Cadsuane (itself a laughable idea, IMO), there's no way Egwene is also one level above Cadsuane and equal to Amys+Melaine.
