You are making an assumption that there was some kind of teleportation going on rather than simply Rand feeling something he didn't understand and had no experience with.
Personally I think people jump to the Slayer conclusion with assassinations far too often. He seems to like to "play with his food" ... IIRC we've never seen him use a bow or perform any kind of distance kill. He get's up close and personal and uses knives. And if Slayer was on the job to kill either Siuan or Rand he would not have stopped at one attempt. He didn't become the Shadow's top hitman by failing once and not finishing the job.
Also the presence was jumping around the room as well as preceding Rand into new rooms.
I still don't think the presence moving around means anything though. And it doesn't explain why Slayer would stop hunting his prey after only a single failed attempt.
Slayer just doing recon. The only other option to explain the jumping around is possibly a Myyrdrall about to step out of a shadow and choosing not to.
