You can also work it backwards to make it more plausible...
We know that Egwene plus Romanda+Lelaine probably equals high Forsaken strength : x + 2y = 100
We also know that Egwene is stronger than Amys + Melaine. Amys is as strong as Moiraine and Melaine a bit less : x = 2y - 10%
Therefore (2y - 10%) + 2y = 100
Therefore 4y = 110
Therefore y = 27.5
Therefore Moiraine level is 27.5 (I've always said about 30)
Egwene's potential is still unfulfilled but is 45 at this stage
We also know that she and Aviendha are less than Rand at this stage (45 + 35 < 90)
Therefore if Moiraine is 30, then Daigian is 10. Therefore Aes Sedai fall between 10 and 30 in strength. We know that Sheriam's strength is uncommon in women, as well as Galina's. So we're looking at peak Aes Sedai strength at about 20, as we've always claimed, which corresponds to level 9 on the strength scale, pretty much fulfilling the bell curve.
You continue to make the Forsaken far too powerful. If the AS are that much weaker they never would have stood a chance at the Cleansing as none of their circles would even match the Forsaken in Strength. Flinn Corele and Sarene together only come close to Demandred if Flinn is nearly Forsaken level himself and seems unlikely. Given that his strength is almost never commented on I don't see it. And then there is Daigian's circle, I suppose Eben is like a 60 now so that they could match a Forsaken?
Step back and consider that in order to face a Forsaken successfully these circles would need to be considerably stronger to last more than a few minutes.
Step back and read the Cleansing. You continue to ignore the quotes.
1. Demandred says that Flinn's circle is as strong as he is.
2. Verin is not strong enough to shield Graendal.
It's obvious, the circles are similar in power. Not only that, but there is no way that Flinn is as skilled as Demandred. He just didn't give Demandred a chance to fight back.

The Mean and SD are set by Daigian's position. Your options are therefore not possible...

Yet you have many more SD between the Mean and Lanfear than you do Morgase and the Mean

I absolutely agree. The lower side of the curve MUST be intersected by zero after 1 SD...

I am not convinced Moiraine is the Mean. Merely 50% of Lanfear

But on a Bell Curve the Mean IS 50% of Lanfear. You've just disproven your own contention.
