Nope. By itself, a bell curve doesn't have a upper or lower limit, that's something RJ has implemented. (Which is fine, and it's still reasonable to say strength is normally distributed.) But since he arbitrarily introduced upper and lower limits, there's no reason they have to be symmetric about the mean.
He called is a Bell Curve. Even if its not mathematically perfect because he later implimented limits the point is when mapped out in RJs mind he viewed the distributiion as a Bell Curve. This is fantasy, it doesn't have to be perfect, but it does have to follow the rules the author set down. Which means Lanfear is 100% as strong as possible and Morgase is essentially the 0% strength level with everything in between following a bell curve. Now it may not be a Bell Curve based on these % figures as it could well be that there is some sort of exponential increase at each level making Lanfear hundreds or even thousands of times stronger than Morgase.
We just do not know what that quantity is ... What is the number that represents 100% (I.e. the volume of OP Lanfear can Channel) ...
Let's say hat Morgase is a level 1 Channeler (on the 21 level list). She can thus Channel 1 unit of Salidar. Now jump to a level 10 and that woman can Channel 100 units of Saidar. Jump to Lanfear at level 21 and she can Channel 441 unit. If you map that to a 100% scale each level increases by 4.41 units of Saidar ... Meaning Graendal who may be 98 can wield 432 units of Saidar, that would still place her on level 21, but also leave room for several stronger women. Jump down to Egwene who would be a level lower than the weakest Forsaken on level 19 and she can Channel 352 units of Saidar, or about 80% of maximum ...men can be stronger so if you impose a 25 level list for maximum strength you see each 1 point level equating to 6.25 units of saidin. So a man who is equal to Egwene in Effectivness could channel 500 units of saidin, but still be an 80.
Going back to the Bell Curve we now can map the Mean level at 11 and have an equal number of Standard Deviations between top and bottom to the Mean yet see huge strength increases at the upper levels (I.e. Egwene is actually 6x Daigian, but Daigian is still a level 9). This works well enough for me.
