How do you propose your way works anyway? Do the rulers come to Tar Valon and inspect a line of sisters? Do sisters compete to gain the favor of the rulers? It makes no sense.
Rulers who want an advisor ask for one, or ask a sister they have met and are comfortable with to fill that role. Sisters who go to rulers and even more nobles most likely do it out of their own initiative (it's what they wish to do as Aes Sedai, be accepted somewhere as advisor) or go under incitive from their Ajah leader who sees interest for the Ajah (I'm betting this is how the Green manage to secure posts as advisors in the Borderlands).
I'm not saying it's never done for the Hall to manoeuvre for a specific sister to be sent to a ruler who lost his advisor, in the hope the ruler would find her agreeable and ask her to join his/her court, but I don't think the fact Elaida became Morgase's advisor had much of anything to do with her strength, nor would the Hall would have done anything had someone like Daigian been the one who got close to Morgase and been asked to become advisor.
In Andor in particular, it sounds likely the Queens often asked a sister she met and liked during her studies at the Tower.
The hierarchy of AS is "secret". To the outside world, outside the Sitters and Amyrlin, a shawl is a shawl.
I can't find your answer, the thread's too big.

Obviously, what Elaida did with Memara and Duhara (thrusting an advisor on a ruler), isn't done either. The rulers have some say. They can probably send back advisors they're displeased with (as Morghase and Hawkwing did). But there's also no doubt the Hall has a say in who is chosen.
