Not interfering with another Sister is not a Tower system it's an individual Sister decorum situation, much like deference. This means Elaida should not interfere with Moiraine if they encounter each other along the way. What Elaida is dong is providing AS council to a sitting Monarch. Not something the Tower is going to take lightly as it has far broader political implications. Only a group of total morons would let Elaida be an unofficial advisor to Morgase. At the very least they would have sent another Sister to take the official role.

That would be like the US government saying nothing if Bill Clinton moved to London and started advising the PM while still using the title of President and not acting as an official of the US government ... Elaida as an AS is automatically a high ranking official and anything she says will be seen as sanctioned by the Tower.
