They can all feel the strength of other women despite the disguises they wear. Eventually it seems like they could narrow it down. Certainly a woman like Sheriam, IIRC she is by a fair margin stronger than any other living BA member. With only a handful of women that strong it wouldn't take much detective reasoning to figure her out. I believe the only BA member even close to her was Merean and she's been dead 20 years!


As far as we know, the only BA who meet in person are those from the same heart (or their fourth) and the Supreme Council.

I don't know if the SC really bothers to hide their strength from one another (they don't know how to do it the way Forsaken do). The BA oaths prevents them from betraying others. It may be that the Supreme Council never meets in full either, ie: Alviarin only ever meets with #2 and #3 in person, the two who know her identity (the SC itself may use a variation of the heart system).

As for summons, perhaps sisters facing the SC are brought in shielded (would this work to prevent them from sensing strength?) or maybe during summons the SC links, or perhaps they all hold the Source through angreal. In any case, those summons seems to be exceedingly rare. The SC seems to exist mostly to frighten the BA into never mistepping as they could never know who the "hidden leaders" are, but they can be sure those hidden leaders know who they are...

The rest of the BA can't recognize each other based on strength, they never all assemble to meet, not that we know. Orders and such are rather passed through the cumbersome "dead drop" system, and it's strictly forbidden to arrange to see who comes pick up or leave a message.
