What makes me think that are two things. The first is the same you noticed, that they obviously moved up the release of chapter 1.
The second thing, which you might not have noticed, is that very uncharacteristically for a publisher they have not included the expected promotion of the release date in their post on chapter 1, neither in their intro, nor even at the end after the chapter... It doesn't say the book is coming out in January 2013... and it's very weird.
That makes me think the decision's made to move up the release date, and they're accelerating marketing moves like releasing free material or they will run out of time for this, but they're holding off the announcement for two reasons: they want to max the sales of the ebook for a week or two, and now Orbit has decided to release it, the announcement (if there's an announcement to make) won't come before the second week of October.
I expect it's the second free chapter we'll get around Oct. 2. The book might be coming as early as late October or early November...
That will completely screw up my re read, but I should have the time to pinch my nose and re read TGS/TOM, with perhaps COT/KOD... if I don't wait too long to put down TSR and move on.

I'm still falling back on my past rationalization: the village itself has been put to the torch by the WC leaving the TR, but obviously they didn't take time to hunt the population that must have fled to the countryside. They regrouped later, sent their Wisdom to EF and all. I'm guessing a lot of TF folk actually moved to Emond's Field in the long run, instead of rebuilding their village.
It sounds likely. It's not a bad retcon, in a chapter with more than a few. Oh, they had to be made for sure, but Egwene's fleshed out position about the seals for instance only highlights how far TOM was unpolished and rough.
