I also believe it was Cyndane, but not because of her appearance. Slayer even thought she was in disguise, but it's impossible for us to know if she was because she wasn't really described at all. The black and red dress is the best we got, and it points to Cyndane since Moghedien is no longer being forced to wear those clothes. (And it seems a strange choice for someone using the Mirror of Mists.) But just for fun, Brandon did mention that, somewhere in the book, a Forsaken poses as another Forsaken. (The pants would indicate a male Forsaken, but anyway....)
