Only one thing makes me think that the messenger was an Asha'man: In an earlier book (LoC?) there is a POV from Graendal when someone makes a gateway, but doesn't fully open it. They sound a chime to which she responds before they gateway finishes opening. She thought something like "it seems someone remembers the courtesy...". The gateway in the prologue to tGS just opens, no pause for "courtesy".
It could be that Moridin, as Naeblis, doesn't think he needs to do that anymore, but I was left with the impression that the gateway was opened by the messenger.

That Graendal is no way muses that the messenger must be a channeler, though. However, I prefer my idea that the messenger is Osan'gar reborn and not just an Asha'man, because his good body seems comparable to those Moridin and Cyndane got.
Transmigration takes a very long time, and it's only been weeks since the Cleansing. We also know that 2nd chances are rare for the DO ... it means that he won't give a third chance to his servants no matter how much they ask.
Besides, calling Graendal 'My Lady'? There is no way he'll be subservient to her, even if he's mindtrapped and filled with all sorts of punishments. Cyndane and Moghedien let her know that they were still Forsaken.
That it's one of my more unorthodox theories..
However, I think your counter-arguments can be refuted.
We don't know how long a transmigration process actually takes, especially now since the DO's touch is growing more stronger and TG comes nearer. According to the Tellings of the Wheel-timeline the Cleansing happened on day 716. Semirhage was captured on day 748. If the Forsaken meeting in TGS, prologue, happened a few days after this event, the DO had more than one month to transmigrate Osan'gar. Should be enough time if a suitable body is available.
Considering that only Lanfear-reborn was called "last chance" it might imply other reborn Forsaken would get another chance (at least if there aren't traitors), especially because they are such useful to the Shadow (RJ explained that the DO especially trusts on his original Forsaken).
And if Osan'gar really got his last chance now and is mindtrapped, I can see him being even more submissive than before (where he had to serve Rand in a way). And calling Graendal "lady", isn't even such an indignity for Osan'gar, IMO. Normally even high-ranking DF grovel before Forsaken and call them e.g. "great mistress".
