The reminiscences of Seanchan who have formally been before it strongly suggest it employs something similar (perhaps identical) to Compulsion, which would certainly explain the mindless adoration so many Seanchan, even at the highest levels, direct toward the Empress. If it is something like that, it is hard to imagine the Seanchan carrying their Empress' throne to the Oathbreakers land (if it is even practical,) so rather than just a trip to Ebou Dar, that might merely be the departure point for a transatlant—er, transARYTH trip. I do not think this is one of those prophecies that can be fulfilled with the kind of casual dismissal that facing the Amyrlin and knowing her wrath was (assuming that one has actually been fulfilled.)
The mindless adoration is a cultural thing, not something caused by a ter'angreal. Well, partly due to a ter'angreal, of course. It certainly accentuates the Empress's power when every noble in her court who would otherwise perhaps try to usurp her, adores her. How would anyone expect other than member of the High blood and the Imperial Family get to see the Empress on her throne? Even Tuon didn't see her mother often until she became adult. And Tuon was mentioned as having lived a very sheltered life, imagine what it must be like for the Emperss, then. But yeah, the throne is a ter'angreal, RJ confirmed that.
The word "throne" is clearly a metonym for the ruler...
It is not ONLY a cultural thing; intrigue and assassination has been almost a hobby in Seanchan from the very start, to an extent that makes Cairhien look like Andor or the Borderlands. That ter'angreal is invaluable; IIRC, part of each Empress' coronation involves all nobles assembling before it to swear loyalty. That would go a long way toward explaining why revolts are so rare in a country where minor nobles are EXPECTED to constantly plot their superiors assassination. Lesser nobles betray and murder greater ones daily, and every Empress loses multiple children to such plots even from their own siblings, then commends it as good strategy, but an assault on the Empress HERSELF (may she live forever) is unthinkable. The Crystal Throne is almost a certainly a big reason why, one that would not be lost on any member of the imperial household, let alone a sul'dam.
If Rand, does, in fact, pledge his allegiance to the Empress at any time, she will almost inevitably require it be done before the Crystal Throne itself. Coming from an Oathbreaker, she probably would not credit his pledge on any other basis.
