I've claimed all along that the Aiel are comprised of multiple groups including the people in the Waste and the Tuatha'an. The intpretation I spoke of had to do with who exactly the remnant could be ... And it could include the Tuatha'an as well as others ... But I believe those that will be part of the remnant will need to return to their heritage in the Way etc...
