The True Power is Shai'tan's essence, granted at his whim only, that destroys the Pattern through it's sheer existence. It is a tool only in that it is a tool for Shai'tan's purpose. I don't mean that in that it is a tool that Shai'tan happens to be using for his own purposes, I mean that it is a tool for Shai'tan's purpose. Using it serves Shai'tan's purpose by definition.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
